Most building codes allow a residential structure to have two roof membranes. Portland, on the other hand, accommodates up to three residential roofing layers. However, most qualified roofing contractors tend to use the rule one and off. Doing a tear-off of the old roofing material allows the roofing contractor to examine the roof deck and make any needed repairs. This will help to guarantee no unwanted surprises down the road from an unsound roof deck.
